Reparatory Justice Registration
Introduction
This document explains the multi-phase
process being used to deliver reparatory justice to those classified as Black
(IC3) or mixed-Black (IC6). It is designed to ensure that every participant is
treated fairly, respectfully, and within a culturally appropriate framework —
whether their ancestry is from the African Diaspora or the African continent.
Participation in this process is entirely
voluntary. The purpose of registration is to build a strong and trustworthy
foundation for recognition, assessment, and eventual reparatory justice.
Who is Eligible? Understanding IC3
and IC6
This process follows the UK race and
ethnicity code system used by official institutions:

IC3 – Black: Includes individuals of African, Caribbean, or Other Black
heritage.
- IC6 – Mixed-Black: Includes individuals
of mixed heritage such as:
- White & Black Caribbean (M1)
- White & Black African (M2)
- Other Mixed-Black backgrounds
These categories are inclusive of historic
and contemporary identities such as Mulatto, Quadroon, Octoroon, Remnaroon, and
all who identify with the legacy of Blackness.
The Five Phases of Registration
Phase 1: Expression of Interest
- A simple, anonymous form to declare your
interest.
- No names, contact details, or traceable
data are collected.
- Forms are submitted to trusted Black-led
organisations.
- This phase tests community readiness and
helps shape the rollout of later phases.
Phase 2: Detail Level 1 – Lineage &
Place of Birth
- Participants provide more detailed
ancestry information.
- Diasporic individuals describe
country/cultural origin.
- African individuals list Tribe, Clan, and
Sub-clan.
- Also includes place of birth for self and
close ancestors.
Phase 3: Detail Level 2 – Appearance &
Cultural Practice
- Participants describe visual ethnic
appearance and cultural identifiers (e.g. language, names, clothing, religion,
food habits).
- This phase recognises that ancestry is
not just biological but also behavioural and cultural.
Phase 4: Detail Level 3 – Supporting
Materials
- Optional but encouraged: photographs,
family trees, oral histories, community references, documents.
- These materials help build a strong,
self-authored record of Black identity and heritage.
Phase 5: DNA Consent & Investigation
- Participants may choose to consent to DNA
testing.
- This phase aims to support or confirm
lineage — especially when records are incomplete.
- Consent is formal and no test is
conducted without permission.
The Five Recognition Criteria
To ensure fairness, applicants are
evaluated holistically across five aspects:
1. Place of Birth
2. Lineage (including Tribe, Clan,
Sub-clan)
3. Appearance / Visual Ethnicity
4. State of Mind / Habits / Cultural
Behaviour
5. DNA Evidence (with consent only)
You do not need to meet every criterion
fully. The process honours diversity in how Black identity has survived —
through blood, memory, community, and culture.
Role of Black-Led Organisations
Each trusted Black-led organisation will:
- Distribute Phase 1 forms
- Manage collection and reporting according
to their own methods
- Decide whether to participate in later
phases
- Build their capacity for reparatory
management
Participants may submit expressions of
interest through multiple organisations.
Note: Forms are not to be sent directly to
any central authority. They must be handled through Black-led organisations
trusted by the community.
About The Reparation Nation Limited
The Reparation Nation Limited is the current
coordinating entity responsible for constructing the future Black organisation
that will lead reparatory justice delivery.
It is not the final Black organisation, and
does not process individual expressions of interest at this stage.
Its purpose is to:
- Oversee the design of the reparatory
justice infrastructure
- Monitor and learn from the participation
of trusted Black organisations
- Support the formation of a strong,
community-approved Black governance structure
This phase runs in parallel with the
building of that central organisation.
Next Steps
Once Phase 1 is complete:
- Organisations will be informed of next
steps.
- Individuals who wish to continue may
proceed to Phase 2 through designated channels.
This is a process of repair and
responsibility — led by Black people, for Black people.
By participating, you support not just your
own claim, but a movement toward dignity, redress, and cultural restoration for
our communities.
